1.Summary
1.1System Overview
With advanced photoelectric technology, computer, image process, pattern recognition, remote data access technology intelligent monitoring and recording system chief applied in main thoroughfares, entrance and exit of the motorway and hotspots to monitor every vehicle in 24 hours continuous and exhaustive recording. It obtains vehicle forepart feature images, driver characteristics, whole site images and computer according to the recording automatic recognize vehicle numbers, color also automatic recording relevant vehicle shape, color, plate numbers, drive direction, speed, time etc. and automatic upload to center base.
According to user requirements, system use video trigger and radar trigger detecting ways. System apply radar detection mode, center data base has networked query function, can be real time monitor and alarm by dynamic inspection such as illegal stolen, violation unprocessed, wade car crime, hit-and-run, commit crime suspicion, the customs surveillance, scrapping, fake brand fakes, "blacklist" vehicles. Related information will send back related public security departments by network and information sharing.it provides scientific and effective evidence for detecting the case.
1.2Construction Goal
The construction goal of system is to record all passing checkpoint vehicles by image format. Record image should be clearly identified license plate, vehicle model, vehicle color and facial features of driver. Real time recognize license plate number and compare to Public Security Department blacklist data base, Traffic Department violation vehicle data base to realize real time alarm.

Under the situation of meeting traffic department requirements of technical and operating, we fully take consideration of the practicability of the system and make system more perfect for using.
The safety and reliability service is the construction foundation of system. It is as the important data source and information platform for traffic department. By abundant test, our system guarantees the reliability of data transmitting. While communication outage, all data will be protected and breakpoint resume after power recover. It greatly lowers the risk for losing data.

2.Systematic design
2.1 System overall structure
Odin Intelligent Monitoring and Recording system Mainly consists of front-end capture system, transmission system and center sub-system.
Front end subsystem take charge of collecting the information of vehicle features, speed of vehicle, license plate number and color, vehicle color, driver facial features, complete the function of license plate recognition, over speed judgement, data storage and data upload etc. Data will send to center subsystem through transmission subsystem and handled by center subsystem for storage, sharing and centralized managed etc.
2.1.1Front end subsystem
Front end equipment mainly include integrated HD camera, flash light, LED stroboscope lamp, vehicle detector with ground sense coil, main control units with red light signal detecting function, storage units, network communication units, optical transmission equipment, main control cabinet, branch control cabinet etc.
System equipment configuration:
1,Integrated HD camera: one lane work with one 2 mega-pixel camera, Embedded integrated structure, built-in high performance DSP chip, support built-in smart algorithm, support video detecting, image snapshot, license plate recognition etc.
2,Flash light: one camera work with one flash light, automatic metering control, safe to driver. Support overvoltage protection, under voltage protection, overcurrent protection. Mainly use for license plate snapshot and driver snapshot as light supplement.
3,LED stroboscope lamp: one lane with one stroboscope lame, LED cold light illuminator , protection grade IP66, work with camera for image snapshot and video recording.
4,Radar: Real-time monitoring passing vehicle speed and trigger camera to snapshot for violation evidence. One lane one radar. Operating voltage: +12VDC, maximum+16V, minimum +10.5V. Operating current: < 0.5A. microwave emitter power: 24GHz microwave emitter power is P in K wave band.
5,Main control units: every front end point location with one main control units. Industrial embedded structure, ultra-low power consumption. Smart supervise for front end equipment, support GPS location, time service, remote IP management, watch dog monitoring function, support traffic light signal switch and transmitting functions. Support outage restoration, remote control equipment source restoration, failure automatic alarming function.
6,Storage units: every front end point location with one storage units, embedded structure, receive snapshot images from camera by network. Support image encryption, composition and pre-processing. Images will send back to center management platform for storage. Support breakpoint resume.
7,Network communication units: every front end point location with one network communication units. Consist of Ethernet switches, optical transmission equipment, etc. Realize the data connection between front end subsystem and center subsystem.
8,Main control cabinet: every front end point location with one main control cabinet. Main control cabinet include power source system, different directional relay control system, protection system, filter resonance inverter, lighting protection equipment, air switch etc. Floor type structure, protection grade IP66.Rain-proof, dust-proof, moisture-proof, heat proof, anti-thunder, rat-proof, anti-interference.
2.1.2Transmission subsystem
Transmission subsystem is the bridge for front-end equipment to transmit information to back-end management platform. The whole transmission circuit is by the connected of front-end optical fiber to network communication unit interface. System use international standard TCP/IP and FTP protocol, support various wired and wireless method communication device.
2.1.3 Center subsystem
Center subsystem includes platform management software, server, storage, network equipment etc. Odin intelligent transport management platform application subsystem include: Traffic signal control system, traffic illegal behavior monitoring and recording system, inspect and control alarm system, traffic television supervision system, HD intelligent monitoring and recording system, GPS position system and decision-making subsidiary system etc. Consider to the large data, security and maintenance, we use ORACLE 10g data base.
1).traffic signal control system: realizing annunciator display in real time, case management (background image of the case, green conflict, case, time frame, working schedule setting), equipment management and manual control function. Equipment management model can be used in the list and map for signal equipment management, assign permissions to users, setting up police guard line.
2)Traffic illegal behavior monitoring and recording system: provide illegal data for proofreading, checking, query, statistics.
3) Inspect and control alarm system: provide blacklist setting, deploy and control alarm function. Support batch blacklist imported and batch deploy and control function.
4)Traffic television supervision system: support HD image local preview, storage and playback.
5) HD intelligent monitoring and recording system: mainly focus on bayonet passing data, provide bayonet data query, time display, vehicle rout playback, data statistic and illegal data analysis, such as take-licensed vehicle, accompany vehicle, interval speed measurement and travel time analysis etc.
6) GPS position system and decision-making subsidiary system: realizing PGS location, replaying of historical running data, right and power distribution. This module can be used alone.

2.2 System operating principle

While vehicle coming to the radar detection zone, radar detect the signal and calculate the speed, at the same time send out trigger signal to camera to snapshot. Camera will recognize the snapshot images and send it to storage units to complete encryption ,compound and process. Storage units support local save also can upload to center server.

2.5System features

3.System Function
3.1 Vehicle capture in real time function
System use ground sense coil to detect vehicle and capture passing vehicle in real time. Capture rate up to 99% in daytime. System has speed measurement function.
System using high resolution industrial digital camera, realize high resolution image acquisition, system acquisition vehicle high image resolution, can clearly reflect the vehicle plate, Chinese characters and the over view of vehicle and detail for accident investigate, criminal detected provide comprehensive and precise gist.
System automatic starts light supplement equipment in the situation of light shortage or in the night. Make sure the snapshot image in high resolution.
3.2 Facial snapshot function
This system use the most advance equipment, image acquisition unit is industrial-grade high-definition cameras, maximum pixels 5 mega-pixel. Considering the front windscreen to light reflection characteristics, influence of the film, we use special filter lenses, special imaging control strategy, with high strength anti-dazzle flash, make sure clearly captured the facial features and clothes of driver of the front seat.
3.3 Video assisted detection function
Odin HD integrated camera which developed by ourselves support video assisted detection, through advance video recognition algorithm can track, analyze and recognize vehicle and realizing auto switch to video trigger if ground sense coil have problem. After ground sense coil recovered, camera will auto switch to coil trigger mode. By this way, it make sure system run it well in 24 hours, and greatly improve the reliability, lower the hidden danger.
3.4Illegal snapshot function
Odin intelligent monitoring and recording system support radar speed measurement. Measure precision meet domestic (China) vehicle speed measurement standard. System supports lane change snapshot, reverse driving snapshot, no seatbelt driving snapshot, calling while driving snapshot and automatic classify the violation type, analysis.
3.5 License plate automatic recognition function
System using domestic leading image recognition algorithm, can be automatic recognize to license plate number, license plate color, vehicle model and vehicle color etc.
System recognition rate is up to 95% in the day and up to 90% in night.
Recognition system can provide vehicle driving direction, speed, time for pass-by, lane, vehicle type (large, medium, small), license plate number, license plate color, vehicle badge and vehicle color. Image format JPEG.

3.6 Change lane driving snapshot function
System using license plate recognition technology can automatic identify yellow license vehicle and snapshot the vehicle not driving by rule.

According to time frame, vehicle model, lane and direction, system can make traffic flow statistics graphs. Like daily statement, weekly statement, monthly statement and annual statement.

System has character superimposition function, can superimpose the time, spot, speed, limited speed information, direction, license plate number, license plate color in every image by every detail.

System snapshot image can write to HD camera EXIF message and encrypt.

3.11 Front end data bulk storage function
Image, illegal data, HD recording support front end storage and can save for 2 months. Once out of space, system will automatic covers the previous image and data.
3.12 Equipment Intelligent Management Function
Equipment front-end system provides the settings of the equipment number, synchronous clock, equipment running condition monitoring. Through software configuration, the front-end equipment with the back-end management platform clock synchronization, avoid the capture information affected in real time as the time not in synchronization. Can also be in the center of remote configuration, to realize the remote login, restart and reset, such as remote maintenance, at the same time provide equipment failure alarm, equipment running status monitoring, system login information such as log management.

4.4Equipment use industrial design, suitable for severe environment
The design of hardware takes full consideration of affection of outdoor high temperature, cold, dust, moisture etc. so our equipment use industrial or war industrial electron device, lower consumption, have good temperature adaption. Working temperature -30ºC~+70ºC,make sure system run reliably long time in severe environment.
The automatic detecting and recording system of vehicle for violation in Naqu district Tibet contracted by Odin, located at the cold zone elevated at 4600m for average, is known as the world highest detecting and recording system of vehicle for violation. System still run very stable and good under the situation of extremely cold weather, oxygen deficit, extremely dry, strong radiation, large temperature difference, strong light interference, hard static, highland wind, dust and sand etc. We got good reputation from Naqu Traffic department. The intelligent transport projects we built in Djibouti is one of the transport projects in the hottest place in the world. Our equipment withstand tropical desert climate in Equatorial regions which local maximum temperature can reach to 46 ºC. 4.7 Smart light supplement function

4.8 Image support encryption and tamper-proofing function
System will add watermark to source image to complete encryption and add anti-fake message in the snapshot data to complete tamper-proofing function, it ensure the safety of images and preciseness.
